AGENCY INFORMATION Crime Scene Investigation Description: The Crime Scene Investigation Course is for Crime Scene Investigators, Evidence Technicians, Detectives, Investigators, Uniformed Officers and anyone who has the responsibility of processing a crime scene. The student will learn the necessary skills to identify, document, collect and process various types of evidence that may be encountered at a crime scene. This course will be both challenging and demanding. Almost all blocks of instruction will be followed by an exercise or exercises to reinforce the lecture materials, with a majority of the exercises including photography as part of the exercise. Some of the exercises will be as simple as writing a description from a photograph to as complex as actually utilizing various fingerprinting and sketching techniques. The students will learn the various techniques to document evidence, which includes note taking, photography and sketching. The students will then progress into various methods used to locate evidence. The students will learn the various types of physical evidence and the appropriate methods used to document the particular evidence. The session will identify the duties and responsibilities of the first responders and investigators in the preservation, processing and management of a crime scene. ANALYZING EVIDENCE: This session will help participants understand the different types of evidence, how that evidence is useful and how to use that evidence in making a case. CRIME SCENE PHOTOS: The objectives of crime scene photography are to record the conditions of the scene before alteration, record the location and position of evidence items collected, document the point of view of principals and potential witnesses, and document spatial relationships of pertinent items. FOLLOW-UP INVESTIGATION: This session focuses on the steps of the follow-up investigation to include; locating witnesses, eyewitness identification, using social media, surveillance cameras, victimology, crime scene reconstruction, injury reconstruction and the autopsy. GUNSHOT EVIDENCE: Over 75% of the time a firearm is used in a homicide. It is important to understand and identify entrance, exit, contact and grazing wounds, abrasion collar, stippling and powder burns. BLOODPATTERN ANALYSIS: Blood left at a crime scene can be very helpful in reconstructing the crime scene, identifying a suspect, and corroborating suspect and victim statements. DIGITAL EVIDENCE: Every homicide case has digital information. The goal is to understand what that evidence is, where is it located and how to retrieve it. SEARCH WARRANTS: Search warrants are vital in homicide cases and a case can be lost because of mistakes made during the search warrant process. CASE MANAGEMENT: Case management is having an efficient and effective process by which cases are assigned, managed, audited, and closed. Utilizing the TI Training: Use of Force Training Simulator. The training simulator is a high definition video system on three screens, combined with high-tech weapon simulation. The TI Simulator will cause the student to become immersed into the scene which will increase heart rate, breathing and emotional level as you learn how to properly deal with potentially dangerous situations. Simulations can include highly charged/graphic scenarios and potentially offensive language. The training simulator is also equipped with a “shoot back cannon” allowing the Instructor to fire foam bullets at the trainee in an as close to possible environment to simulate being fired upon in the field. Training room is large enough to use a patrol vehicle inside. Training also includes roleplay scenarios. This course includes roleplay, Force-on-Force, and hands-on concepts to traffic stops. Classroom instruction will include a detailed look at the Federal/State Use of Deadly Force, as well as landmark court rulings which gives law enforcement the courts opinions on the interpretation of these laws. Students will be forced to make split-second decisions related to the use of force, including deadly force by means of both the Ti Firearms Training Simulator, and live Force-on-Force roleplay. Students will learn during this training every human life is sacred and must be valued, however, during an active killing event the solo officer must breach the structure, bypass wounded, and eliminate the threat immediately upon arrival to protect the innocent. The Ti training simulator is a high-definition video system on three screens, combined with a high-tech weapon simulation. Both the TI Simulator and Live Force-on-Force Roleplay will cause the student to become immersed into the scenarios which will increase heart rate, as well breathing and emotional levels as they are exposed potentially dangerous situations. Simulations will include highly charged/graphic scenarios and potentially offensive language. Classroom instruction will cover Federal and State Use of Deadly Force court rulings and case law. This will cause the student to become immersed in the scenarios leading to managing an increased heart rate, controlling their breathing, and managing emotional levels as they are exposed to potentially dangerous/deadly situations. Officers will learn during this training every life is sacred and must be valued, however, during an active killing event the solo officer must breach the structure, bypass wounded, and eliminate the threat immediately upon arrival to protect the innocent. Both training days will force attendees to focus on, and apply concepts presented during the morning of the first day. We will primarily center on the acronyms: LCAN, SIM, WIN, and BATH. Officers will receive vague radio dispatch calls for service as they respond to training scenarios like how the event would more than likely unfold in an actual incident. Officers will be expected/required to provide accurate radio transmissions and needs a staged dispatch all while processing scenarios introduced to them. At the conclusion on day two we will introduce a discussion centered on reunification of those individuals who became victims or witnesses to an active assailant/killing event. We will discuss needed elements of reunification points as well as concepts to aid in the death notification of victims fatally injured. Description: This course will focus on training drug officers to articulate facts in a courtroom or deposition setting in a professional and accurate manner to successful prosecution. Instructor Brian Sallee has been a police officer for over 40 years and is retired from the Albuquerque Police Department where he was assigned to the Meth Unit. Brian has spent over 31 years working in Narcotic Units and has experience in many aspects of narcotics investigations, such as undercover, surveillance, search warrants, handling informants, case agent of reversal operations and buy/bust operations and clandestine labs. Brian is a certified clan lab investigator and site safety officer and is qualified as an expert witness for narcotics investigations. He earned a Bachelor of Science degree in Police Science in 1980 and a master’s degree in Criminal Justice in 2009 from New Mexico State University. Brian is co- author of the books “Narcotics Investigations: Working and Surviving” and “The Handbook of Methamphetamine.” Brian teaches a wide range of topics, primarily dealing with narcotics and has taught in over 47 states, Puerto Rico and the U.S. Virgin Islands. He has trained thousands of police officers from all 50 states and numerous countries around the world. Scott Rosenwasser has been an Assistant State Attorney with the Pinellas-Pasco County State Attorney’s Office in Florida for over 25 years and is currently the Pasco County Coordinator. Scott has tried over 170 jury trials including First Degree Murder, DUI Manslaughter, Vehicular Homicide, Arson, Armed Robbery, Narcotics Trafficking, Aggravated Battery, Manslaughter, and Kidnapping. Since 1998 Scott has also been the team leader of the Traffic Homicide Unit. He is an adjunct instructor with St. Petersburg College, Hillsborough County Community College, and Pasco-Hernando State College. Since 2004 he has been an instructor for the Multijurisdictional Counterdrug Task Force (MCTFT) where he has taught thousands of state and federal law enforcement officers across the country.
