Annie Daniel, Training and Outreach Director

The Director of Training and Outreach is responsible for the assessment and identification of training and development needs and for the effective coordination of training and development programs for the District Attorneys Council, including victims services, prosecution services, and domestic violence and sexual assault services. Mrs. Daniel oversees all activities of the department and identifies developmental needs ensuring there is consistency with core competencies and goals. She serves as Project Director for several federal grants, ensuring completion of all applications, progress reports, financial reports, and other administrative functions to ensure proper expenditure of funds. 

Specific to prosecution services, the Director plans, coordinates, and implements training for all personnel within the District Attorney system. 

This position is split-funded through the Improving the Criminal Justice Response Program Grant (ICJR), and State Appropriations. 

Vacant, Coordinated Community Response Specialist

The Coordinated Community Response Specialist assists Oklahoma communities in developing a coordinated community response to domestic violence and sexual assault and supports the education and capacity of Oklahoma's Coordinated Community Response (CCR), Sexual Assault Response (SAR), and High-Risk (HR) Teams.

CCR teams bring together professionals from several agencies that respond to domestic violence and sexual assault to enhance safety for victims and hold offenders accountable. The CCR Specialist monitors existing teams, conducts training needs assessments, and assists with building new or reinvigorating stagnant teams. Margaret designs, develops, and evaluates training programs by coordinating various workshops and on-line and in-person classes for teams. She also drafts reports, contracts, and proposals, and compiles and collects data necessary for grant compliance.

This position is funded through the Improving the Criminal Justice Responses Program Grant (ICJR) from the United States Department of Justice (DOJ), Office on Violence Against Women (OVW).  

Zack Parker, Training Assistant
The Training Assistant is responsible for clerical and administrative duties related to the delivery of training and organizational development programs.  This position assists with coordinating training and outreach efforts of the District Attorneys Council, including victim services, prosecution services, and domestic violence and sexual assault.  This includes coordinating various workshops, classes, and seminars designed to address those needs for which the DAC is the primary sponsor and assisting with the preparation of materials and event sites pursuant to the direction of the Training and Outreach Director. This position enters information into the event management database and manages other outreach responsibilities including designing, writing, and proofing publications, the Training and Outreach website, and social media accounts.

Jacobi Whatley, Domestic Violence Resource Prosecutor

Jacobi graduated from East Central University with a B.A. in Political Science in 2009 and then graduated from the University of Oklahoma School of Law in 2012. During undergrad, she worked for the Pontotoc County District Attorney’s Office processing victims’ compensation claims and as a licensed legal intern in the Cleveland County District Attorney’s Office. After receiving her Juris Doctorate, she began her career as a prosecutor in DA District 4 handling juvenile delinquent, deprived, youthful offender, and domestic violence cases primarily in Blaine, Canadian, and Kingfisher Counties from 2012-2016. In 2016, she went to work for DA District 21 primarily in the Cleveland County Office where she was the domestic violence prosecutor for 4 years. During that time, she was a member of the Cleveland County Domestic Violence Coordinated Community Response Team and was awarded the Excellence in Action Against Domestic Violence Prosecutor of the Year in 2016. During her time in Cleveland County, she prosecuted domestic violence cases, including strangulation, sexual assault (intimate partner), stalking, and violation of protective order cases as well as homicides, sex crimes, and violent crimes. Since January of 2023, she has worked in DA District 20 primarily in the Carter County Office where she prosecutes criminal cases and all domestic violence cases. She was appointed First Assistant District Attorney for DA District 20 in August, 2023. She is a member of the Board of Directors of Community Youth Services of Southern Oklahoma.
