Carla Merritt, Director of Finance
Carla is responsible for the management of the Finance Division whose responsibilities include payroll, benefits, human resources, accounts payable, account reconciliation, travel and purchasing. She is also responsible for the development of fiscal policy and providing information and guidance to the Finance Coordinators of the District Attorneys.
Jordan Fletcher, Budget Analyst
Jordan is responsible for preparing and submitting the agency's Budget Request and Budget Work Program each year to the Office of Management & Enterprise Services. He is also responsible for managing the agency's budget and fleet.
Morgan Gill, Accounting Manager
Morgan serves as Accounting Manager for the Finance Division. As Accounting Manager, Morgan is responsible for agency bank reconciliation, GAAP reporting, and District Ledgers. She processes, researches, and resolves ledger issues with assistance of District Finance Coordinators. In addition, she provides training to Finance Coordinators and assists with agency budget.
Robin Frank, Payroll/Benefits Team Lead
Robin’s primary responsibility is to supervise her team and ensure the accurate processing of employee payrolls and benefits programs. Robin works alongside the DAC Benefit Coordinator and District Finance Coordinators to administer, communicate, and educate employees on benefit policies and programs. She handles payroll functions for 1,000 FTE, including maintaining employee payroll files, and prepares and processes employee personnel transactions. She handles personnel transactions for District 10-19. The role requires a thorough understanding of payroll processes, benefits administration principles, and regulatory compliance.
Zomai Apetor, HRM Specialist
Zo handles all job postings, and other HR functions of the Human Resources (HR) department including hiring and interviewing staff, assists in the preparation and processing of payroll, maintains employee information on time and attendance, leave, FMLA & shared leave. Works with HR team in enforcing company policies and practices and works on other HR projects for D28. He handles personnel transactions for the Districts 20 to 27.
Shimone Turner, Human Resources Officer/Payroll Specialist
Shimone is responsible for preparing and processing Main/Supplemental Payroll for 1,000 FTE. She handles payroll functions including maintaining employee payroll files. She also processes personnel transactions for Districts 1-9; assists with onboarding tasks, entering new hire hires and terminations in the Workday system.
Veronica Kornegay, Finance Clerk
Veronica audits and processes all travel claims for the 28 districts for input into the state accounting system (PeopleSoft). She makes travel arrangements for both employees and witnesses. She performs accounts payable processing, including travel, witness and witness fee allotment claims, prepares monthly reports on witness fee expenditures. In addition, she provides updates to supervisors and employees on any changes related to travel and reimbursement. Veronica assists in the reconcilement of District Attorneys Council accounts, deposit preparation, input and review, i.e., account receivable and provide training and assistance regarding travel and witness fees policy.
Robert Taylor, Human Resources – Benefits Specialist
Robert is the liaison between agency employees and OMES: Employee Group Insurance Division (EGID), and Oklahoma Public Employees Retirement System (OPERS). He is responsible for aiding employees through the retirement process as well as assisting in making coverage changes. He also oversees short term disability, workers compensation, and unemployment claims.
Tyler Minx, Procurement Officer
Tyler provides assistance to DAC staff and district employees with purchases. This position also provides assistance to DAC staff and district employees with travel arrangements. This position serves as DAC point of contact for victim witness air travel and as point of contact for DAC equipment maintenance and contacts.
