Reason for Emergency:
The intended effect of these Chapter 80 Emergency Rules is to expand the supply of decent, safe, sanitary housing to the citizens of the State of Oklahoma. HB 1031, provided for and created the Housing Stability Program (HSP). Through HB 1031 OHFA was designated as the administrator of the HSP for purposes of placing project funding with eligible recipients such as, for-profit and nonprofit developers and builders, units of local government. The purpose of these Chapter 80 Emergency Rules is to comply with HB 1031, the Oklahoma Administrative Procedures ACT (OAPA), and to provide guidelines for administering funds available through the HSP. The Board of Trustees are also required to administer the HSP in a manner consistent with Oklahomaâ??s Housing Antidiscrimination Act, 15 O.S., �§ 1451-1453 and all federal laws prohibiting discrimination, including 42 U.S.C., �§ 1983 and the Fair Housing Act, as amended 42 U.S.C., �§ 3601 et seq.

The Housing Stability Program is intended to have a positive economic impact on state and local sales tax revenues and employment. The construction of new units is anticipated to stimulate residential sales activity and local economies, through the production of new homes, apartments, and rental units. Employment in the construction industry, property sales, and state taxes as a result of the Housing Stability Program activities are anticipated to enhance state income and ad valorem taxes.
