The policy changes were posted on the State's policy change blog website for public review from October 27, 2023, to November 11, 2023; one comment was received regarding how this might financially impact orthodontists. The Agency responded that the new payment protocol will keep the same total payment amount as the existing bulk payment system and that the total reimbursement remains the same; however, it will be paid over a shorter time span. Further clarification advised the commenter that the new payment protocol will ensure the provider receives payment for the full treatment within twenty-four (24) months regardless of treatment duration.

These emergency revisions are necessary and will allow the Agency to vastly improve on patient care; ability to track patient progress; transferring of member care; and financial tracking. The proposed new payment protocol for orthodontic services will improve member access to care by facilitating and tracking member transfer of care and aligning with shorter treatment time (24 months) for patient and provider due to improved materials and techniques in Orthodontia.
